Everyone wants to hear just good things, but the Chinese ship-forwarding companies services are horrible. I had to inquire various authorities regarding this matter, spending much time and resources etc.....

说中国的物流差?全世界,除了中国,哪个国家的物流能做到:一个件,6块钱人民币的运费,从广州到北京,星期一发货,星期三就到客户手里。

You still didn't quite explain what exactly happened. If you can't translate them properly in Chinese, post in English.
You posted a few incidents, and they got completely smashed up.
For your first case, you said they didn't provide technical docs -- of course. What do you expect, spoon feeding you with tech support for buying a cheap module? If it's too good to be true, it is not true.
Then comes to the HiSilicon case. I have no idea what were you expecting, but expecting English documentation from a Chinese firm, especially considering the chip is actually designed in China, is not something that I'd do.
Then there is the shipping case, which I still can't comprehend what you were talking about.
It seems like you have a package shipped from China to a reshipper then to your place, but sometwhere it f*ed up, right?
And it seems like you've spent some time with the seller and reshipper, and got totally disoriented.
How about you describe things clear and let us know exactly what happened? Complaining doesn't help as none of us took your money.
In general, many Chinese do not understand it, but depending on the jurisdiction - if goods, products not delivered on time - no money.
China has its export control laws, and if your products can't be exported, the customs can forfeit them. Not saying that is the case, but there could be many cases other than you got completely scammed.
Also, when your goods leave the seller, the seller is not entitled to make sure you receive them. If your reshipper f*ed up, you still can't get a refund from the seller.
The seller either gets the returned goods, or your money. That's how it works in China. Unless they arranged the shipping and it screwed up.
By the way, what is the situation with the corona virus, disinfecting packages purchased from TaoBao ... ? I was reading the Chinese government started to disinfect the money in China.
Better safe than sorry. I wouldn't lick a package from God knows where it came from.
As for money, I really can't care. We no longer use banknotes.
